It would have been in 2005 if they’d booked Norman, but he played hardball on pay and refused on principle to cover his face. It took them 3 years more to find an actor with even half his talents.

The trailer for Parting of the Ways had the big booming voice saying “they survived through me” so this Davros rumour was posted in that week between episodes when speculation was rife. I imagine.
